That is a difficult question to answer. This is because individuals vary greatly in the heat level they can tolerate, and in their reaction to various capsaicinoids found in the chiles. For example, I can tolerate the extreme heat of habaneros, but raw jalapenos make me gag. It has to do with the chemical composition of the peppers. Have you tried dried Mexican chiles like anchos and pasillas? I would venture a guess that these would best fit your criteria.
