The recipe you seek is from the Mascarene Islands in the Indian Ocean. Here is the basic recipe from Jeannette Ah Chok of Rose-Hill, Mauritius. I have not edited it nor have I tried it. Be sure to remove the seeds and stems from the chiles and peel the garlic. You may have to add more vinegar, but remember that this is a paste. Also, see our article on the Mascarene Islands .
Crush 1 lb of red chiles and 1/2 lb of garlic together. Add salt and 1 to 2 tblspoons of vinegar. Add sugar to taste.
